Overview:

 

The Department of Information Technology (DIT), Ministry of Communications & Information Technology, Government of India, has launched a major nationwide initiative, “Program for Replication of e-Governance Projects”, aimed at spreading the benefits of e-governance to all citizens. The philosophy of this exercise is to identify successfully implemented citizen-centric e-governance projects in some source state(s), and then transfer that learning to implement similar projects in other states across the country.  This transfer of learning is planned by way of providing technical and financial assistance to the states for implementing the E-governance initiatives in identified sectors at single pilot location at the state.

 

The Land Registration Computerization project has been taken up in the State of Mizoram and Aizawl has been selected as the pilot district. It is planned that the Pilot district implementation will complete in approximately 6-9 months time. After the successful implementation in the Pilot location, the initiative will be rolled out to all the other districts of Mizoram. The main objectives to be achieved with the computerization of Registration process have been detailed below.

 

The successful implementation of the project named  “CARD” for computerization of Registration of various types of agreements / quasi legal documents in Andhra Pradesh in the year 2001-2002, brought a sea change in the way the property registration was managed and in the high rise in tax realization due to the state. The State Government f West Bengal has implemented a software named ‘CORD’ for computerization of Registration operations of the State which takes care of the complete automation of the Registration workflow.

 

The State approached the DIT, Government of India for further assistance to implement this project in the state. Accordingly the DIT, besides providing the financial assistance has awarded the task of providing technical assistance to the State through the services of Consultants from Wipro Infotech. The Government of Mizoram has already selected Aizawl as the Pilot District for the Property Registration Project.
